In the quiet grounds of Toronto Necropolis rests William Peyton Hubbard, a man whose life story continues to stand as a testament to resilience, civic leadership and progress. Born in Toronto on January 27, 1842, Hubbard was the son of parents who had escaped slavery in Virginia via the famous Underground Railroad. His journey from humble beginnings to becoming Toronto’s first Black elected official is one of the most inspiring chapters in the city’s history.

Hubbard trained as a baker and worked in the trade for nearly 20 years. During this time, he invented the Hubbard Portable Oven, a revolutionary design that became widely popular. His entrepreneurial spirit reflected the determination that would later define his political career.

In 1894, at age 52, Hubbard was elected alderman for Ward 4, the first Black person to hold public office in Toronto. He served 14 consecutive terms, earning the nickname “Cicero of Council” in reference to the great Roman philosopher known for his eloquence and integrity. Hubbard later became a member of the powerful Board of Control, serving as vice-chairman and even serving as acting mayor on several occasions.

His influence extended far beyond titles. Hubbard championed public ownership of utilities, fighting for affordable electricity and water for all citizens. His efforts helped establish the Toronto Hydro, ensuring that power remained a public good rather than a private monopoly.

Hubbard’s civic contributions were vast: chairman of the Fire and Light Committee, vice-chairman of the Technical School Board, Justice of the Peace, Harbour Commissioner, and Toronto’s representative to the House of Industry for 40 years.

He advocated tirelessly for the poor and homeless, proving that leadership is rooted in compassion as much as in policy.

William Peyton Hubbard died on April 30, 1935, at the age of 93. His impressive home at 660 Broadview Avenue still stands as a reminder of his remarkable life.
