William James Neal, born in Vaughan Township to James Neal and Maria Louisa Agar, grew up in rural Ontario, embracing the industrious spirit of his time. A skilled mechanic, William entered the automotive business in 1921 in Woodbridge, later building a garage in Aurora before moving his enterprise to Richmond Hill in 1930. That year, he purchased the old Dominion Hotel on Yonge Street and, in 1931, opened one of Canada’s first Dodge dealerships, cementing his reputation as a visionary businessman.

In 1934, Neal became Richmond Hill’s first and only motor vehicle permit issuer, a role he held for decades. As Richmond Hill’s first mayor, Neal helped shape the village’s civic identity at a time when small communities were transitioning into organized municipalities – a cultural shift that fostered local pride and self-governance. 

Beyond public service, William married Annie Catherine McCallum in 1926 at Elder’s Mills, reflecting the close-knit nature of Vaughan’s community. Both were devoted members of the United Church, which helped ground their lives in faith and family.

Richmond Hill was incorporated as a town in 1957, a milestone Neal helped shape through his entrepreneurial and civic vision.
